The following European standards were
introduced from 1st January 1999 replacing European National Standards
(in the UK being BS5696 Parts 1 to 3 (withdrawn) and part of BS7188
(revised)).

THE SMP GUIDE to Children’s Playing Spaces on Housing Developments
Including the three categories of play areas: LAP, LEAP and
NEAP
Section 106 of the Town and Country Planning Act 1990 sets out
a framework in which an agreement may be made between a local planning
authority and a person interested in developing land. The agreement
acts to regulate or restrict the use and development of land and
is especially common in developments for housing. Agreements often
stipulate the provision of children’s playing space.
The Six Acre Standard is a document published by the National
Playing Fields Association intended for use by developers and local
authorities. It sets out “Minimum Standards for Outdoor Playing
Space”. Three categories of play areas are detailed in the
Standard and are explained in this document, they are:
- Local Area for Play (LAP)
- Local Equipped Area for Play (LEAP)
- Neighbourhood Equipped Area for Play (NEAP)
Each category of play area has a set of guidelines relating to
size, content and layout amongst others.
